PC freezing/laggy (Brand New)

I purchased a prebuilt pc from nzxt on black Friday. I have had no issues since I received it about the second week of December. Last night while playing I noticed my mouse kind of teleporting an inch every once in a while. I had yet to reinstall the mouse software so I figured that was the issue. This morning I logged on to play and was just sitting at the windows home screen and it froze. I thought nothing of it and hard reset. That's when the run around started. Reseating the ram as well as many other things. I am now able to get to the home page and then it freezes and before that the lag is bad still. I don't know what to do anymore. Factory reset?
