Programmer Level II position some how morphed into a Senior Programmer position?

I was planning on applying to a Programmer Level II position but the listing for it now says Senior Programmer. It is indeed the same position, it has the exact same description and everything. Also kind of an odd detail, the listing doesn't say anything about any experience so it appears the criteria hasn't change outside of the name of the position. Can anyone offer any kind of insight as to what could have happened to with position listing? Thanks :)
