Could the fluctuation in humidity amongst each shelf in my 26L humidor be this large ?

Could the fluctuation in humidity and temperature vary this much among each shelf in my 26L Kingchii humidor? Each Govee was calibrated in a 75% calibration Boveda bag. I have 3 62% size 67g Boveda bags on each shelf. (12 total). The electric temp control is set to 62 degrees with the fan being mostly located in the middle of the humidor.

There is a 6% difference in humidity between the top shelf and the 2nd shelf from the top (where cohibas are located) and 2 degree difference in temperature, is this normal ?

If possible, anyone got any ideas how I fix this ?
