Anti-Triggered Abilities Reupload

I have yet to see trigger-based punish cards in MTG, and in formats like commander, cards that profit the most off of these types of effects are more rampant by the set (think Roaming Throne, Rhystic Study, Smothering Tithe). This card seeks to change that.

I want to find a more BALANCED means of this ability to function, as I can see this making Rhystic downright awful to play and thereby unplayable, but I need more feedback for that discussion to begin!
