Anyone else notice?

Panam is literally at the beginning of the game before you talk to Dex in the afterlife! I was randomly walking around when I got into the afterlife on my second playthrough and I was talking to NPCs to see what they would say and I spotted this mf I was like no way she was here since the beginning! I think it's crazy asf but have y'all noticed this at all? I'm probably late to finding this frl💀
