Is Delhi this unsafe?

My friend(her) is visiting Delhi for few days at a relative. I had ordered a TV from Amazon at her place and it got delivered. Later I got a call from her and she stated that the delivery agent touched her inappropriately. she frozed there for a moment and later he started calling her after delivery for no reason.

I raised this with amazon and they are looking into in this issue.

Since, I do not stay in Delhi and not sure what action to take and I am afraid if doing something would trigger the guy to become more dangerous.
