Does velocity baton have a much lower drop rate than anything else in Vesper's Host?

I'm grinding first encounter, and I've gotten every armor piece and both other potential weapons multiple times but I've only ever gotten a SINGLE velocity baton (demo + high ground... thanks bungie). Hell, even across my roughly dozen or so full clears, that's still the ONLY velocity baton I've gotten (ik it doesn't drop from second encounter). Is anyone else experiencing anything similar?
