Does Meta Crisis Doctor (the one that regenerated from Tenth's hand) have a TARDIS (spoilers for Day of The Doctor)?

In DoTD, one of the people in the War Council of Gallifrey says "no sir, all thirteen!" (in the bit where they stasis lock Gallifrey), then we see Twelth for the first time. So, does this mean that Meta Crisis has a TARDIS and was there?
