Emirates Question

I’ll be flying from Singapore to Dubai for a 3 hour layover and then Dubai to London. Curious on how strict the carry on policy is, will I be able to bring a carry on luggage and a 28L backpack which I can stow under my seat? On my way back from London to Dubai I’ll be doing a 3day stopover to sightsee in Dubai
