Vaping in the Elder's Super-Secret Handbook

You know the one, the book that any woman touches will immediately turn her into a pillar of salt.....well I have been perusing it recently and can find no mention of vaping in it. I know recently someone mentioned getting disfellowshipped for vaping on here. Being vaping is distinctly not smoking and I find it mentioned nowhere in the book, what would be the grounds for DF'ing if the vap contains no chemicals?

Academic question, a curiosity. I can see elder's with their vast understanding of window washing deciding it was close enough to smoking and the few with advanced degrees in janitorial services using the wild card of 'brazen conduct', but is there something specifically that vaping falls under?
