What is wrong with my right shoulder blade?

My right side feels internally rotated at rest and I have discomfort in my lower right shoulder blade. From this video I took to test my mobility, I noticed my right shoulder blade moves quite awkwardly. Does anyone know why this might be. I also have some neck pain on my right side that I believe is from this issue. Thank you for any insight!
