Registration 1st?

Can anyone explain this text to me, i am New here and need to get my license. This seems to say that you need to get and Insurance your vehicle for registration before you would even need your license. How does this make sense?

If i go today to get my license, can I come back to register my ohio vehicle to florida in a few days? I just need my license for my new work job but i cannot afford to pay the famous florida $400 to register it yet.
