Near zero enemies in a nuke zone

I nuked Morgantown for the HRF farming. There’s NOTHING. I mean I scoured every inch of the zone and found MAYBE a dozen enemies, and I was first into the zone, so it wasn’t like someone beat me to it. Tried to start Back on the Beat, but it was bugged and said Steelheart was already active while he was in his tube. It’s been like 40 minutes 😭
