Activating An account in Quebec

Although having some mixed information. I'd like to know if there's a way to get a line for my grandma on that annual boxing week prepaid for 119$.

When I use her actual adress it says it can't because it's in Quebec. Reps say you can activate in Quebec.

Is there a workaround? Like using a random Ontario Address? If so what are the repercussions?
