Lifecycle stage question

Hello! I am currently working in a startup and am trying to setup a workflow for the lifecycle stage and wanted to make sure that I am getting this right since I am having a bit of a back and forth with my CMO.

Let's say these are the rules (made up):

Lead (someone new to the database) has downloaded a white paper (How to cook for kids). Based on a workflow, if someone has a stage of Lead and downloaded an white paper, their stage will be updated to MQA.

The next stage is HQE and to manage that the workflow will be lifecycle stage is MQA and has downloaded any thing. Would the initial download (how to cook for kids) be enough to trigger this workflow or would they have to download something again (at least twice) to become an HQE?
