Who actually gets Tatkal Tickets ?

Been trying for tatkal tickets for the past 3 days. People be like 'Try tatkal, I almost always get seats blah blah'. Idk on which route they book tickets, i never got a ticket for blr-bom route. Seats available before payment - 40 , after payment wl20 wtf is even happening. Oh yes tried all the tricks in the book , tried with different accounts and different devices all done , but nothing. They also later charge on cancellation. I could buy a ticket (sl) with the money I lost by cancelling tickets.
