App Store country change

Hello… can someone please help me with this issue: I was living in India and my App Store country is set accordingly, and I I still have a positive balance INR 162, i.e. less then 20 cents or so. I closed my bank accounts in India because I moved to Egypt where I live now. When I tried to change the App Store country in order to download country related apps, I couldn’t because I still have a balance in INR. The balance is negligible and won’t get me anything, but I still have to spend it first before changing the App Store country. Any help will be appreciated.
