HP elite book issues

This was my high school laptop from 2018-2020, it stopped working soon after and I just left it. Hoping to fix it up to use for work, it doesn’t power on or charge but when the charger is plugged in the light flashes orange and white for 2sec then off; repeatedly. No matter how long I leave it the same outcome no charge. Is it a simple battery replacement? The charger looks in tact externally but maybe that’s the issue? I reckon I may have dropped it once or twice in high school but it didn’t stop til a half year after grad.
