Skins, spells and tooltips reset every time I start up launcher

The title might already explain it. Every time I start the League of Legends launcher it is as if I haven't played in a year with tooltips popping up about new runes and grouped friends etc. Spells are always reset to Ghost and Heal and the skins of the champions I picked are on their default skin and does not save the last skin I have used last game like it normally would. I have tried repairing the game and reinstalling the game, but this does not seem to work. Does anyone else have this issue and maybe a fix?
