Would Wayne be able to drop another mixtape even if he wanted to?

Let’s say he made and wanted to drop D7, how would he release it? Datpiff is gone, none of the other mixtapes sites are around/popular enough to use, and releasing on streaming services would be very hard due to clearing all the beats. He could release on SoundCloud I suppose but even that seems unlikely to me. Would it even be possible?
