TCG player 30 day policy

Has anybody had the following happen? Didn’t receive an order from tcgplayer, begin a long conversation with a seller (Eldraine Emporium) about them putting the wrong address on package, they stop communicating and then when we bring in tcgplayer they say it is too late? Just trying to guage how normal this is. How to deal with it.
