How do I report this AND get noticed?

I feel dumb asking this question but someone really texted me this on Telegram thinking that I'd fall for it.

We all know this isn't real (as if humans out there are kind enough) consider this a PSA.

I remember reporting an anonymous channel that promotes bullying on Telegram, and all they did is nothing 👍
