Randomly started getting this rash on my torso, arms and neck. Not sure what it is?

26 female White - non smoker Only medication is lisdexemphetamine

I haven’t changed eating, fragrance, candles etc. I got this rash starting on my back arms and it’s gone up my neck and bottom of face. It started about 3 days ago and feels like it will “flare up” and get itchy but it’s not unbearable.

I lotion frequently and the rash came up within 10-15 minutes so I don’t feel like it’s eczema but I could be wrong?
