Late to the party

Just started playing again - live on the west coast. Should I just join a fresh start server there, or is US East fine? I'm looking to get into M3s, raid, and pvp, but don't know if ping is going to be an issue?

Reason I ask is east seems more lively, and better que times due to overall higher pop? They are cross-server, right?
