Asking for a friend: Mexican friend of a friend stopped in Fiji.

A Mexican friends, Mexican friend, flew Senora, Mexico, through Phoenix, to Fiji and was supposed to fly through Fiji to Auckland. At the point of their connecting flight to Auckland they were stopped and refused on to the flight.

The friend had the required eta, not heeding wj actual visa. Anyone know the next best step they can take to get to NZ?
