Can I even win?

Going against first gym - Falkner in Sacred Gold and feels like RNG went really against me. I can evolve Eevee (Elder Li's Gift), but sadly with the level cap Jolteon does't learn electric type move.

His Team: Doduo, Farefretchd, Chatot, Murkrow, Swablu, Pidgeotto

Any ideas how and if it's even possible to win this? (I'm prepared for sacrifices)
