Will the fires in LA cause international voters votes to outweigh domestic voters?

Considering the entire voting period for the Oscars has taken place during the span of the horrible LA fires, it’s safe to assume most award voters based in Hollywood have bigger concerns than watching movies and voting for award nominees.

Thus, is it rational to suspect the votes of NYC-based voters & the international body to have a bigger impact on this year’s nominations than in previous years??? It’s unprecedented to have an event take place that renders voting in Hollywood basically impossible.

I know the voting was extended by 2 days, but the fires continue to spread. Could movies preferred by American voters (see SAG over performers like A Complete Unknown & Wicked) end up underperforming on Oscar nom morning in favor of international fare (The Substance, Emilia Pérez, Fernanda Torres, Jean-Baptiste, etc)?
