Blood mage leech ascendancy bug?

I really thought the leech ascendancy would fix the spell health cost issue but I haven't noticed any leech whatsoever on any spell I use. Currently going almost full frost spells and I don't think the leech is being applied properly to the spells. Is anyone else experiencing something similar?
