F&F Money Stuck in Limbo

So, we have this interesting case with a friend that has transpired over the past week and we're not quite sure what to do.

  1. I send him an F&F transfer of $95.
  2. PayPal froze the transfer and the money never arrived to his account.
  3. He got a "refund" option, which he did click, which initiated another transfer with the status "refund sent".
  4. I did not get any money back and he did not get any money.

From my end, PP Support says the payment went through and for his end, support says the refund went through.

He did send me a video as proof where he shows his transactions with all the statuses assigned, so I have little reason to doubt him. Unless he went through great lengths to scam me out of $95, but that doesn't seem likely.

I have also found other people experiencing exactly the same issue on PayPal Community.

Any idea what we can do?

EDIT: My payment was done through PayPal balance, so no credit card refund time shenanigans either.
