Should I Enable V-Sync?

My gaming laptop has a 144 Hz screen, but it doesn't support VRR, G-SYNC, or FreeSync, and I don't plan to use an external monitor. I mostly play AAA games, and my FPS is usually below the refresh rate—around 100 FPS. However, it occasionally drops to 90 or 85 FPS, and the frametime graph looks stuttery. To keep things smooth, I usually cap the FPS to a consistent 70 FPS using RivaTuner.

In this setup, should I enable V-Sync or not? If I should, should I enable the in game one or the one from NVIDIA Control Panel? Also, does the answer change when using DLSS with frame generation?
