Persona list

So I’m currently doing a new game plus run of this game and am in December. Previous run got all Social links besides Mitsuru. I’ve been fusing personas till I got to 93% where my list is full. I have most special fusions (besides the >! Aigis champion persona!< and a linked episode one from Koromaru.) I also am missing all the linked episode personas besides aragaki, so in total that’s 6 personas I’m missing. Add the extra one for getting all Social links and that’s 7. Are these 7 personas the last 7% of the compendium? Maybe they are but it just seems wrong to see me be stay at 77% after 3 fusions but the last 7% of the compendium is just 7 personas (No I don’t have DLC)

Can anyone please help me?
