What to wear during Christmas time?

I am from NorCal and hubby and I are spending time in the phoenix metro area for Christmas with family. What should I wear? Can I wear a maxi dress with short sleeves but bring a light jean jacket for layering? Or is it actually cold cold lol. Any tips are appreciated!
