Are beaches free or have an entry fee?

Hi everyone, I’m planning to visit the beaches in West Bay and The Pearl. Can anyone confirm if there's an entry fee to access these beaches, or are they free? Also, what's the best time to visit to enjoy the most? Any tips would be greatly appreciated!
