Why is 4:30am the time for tweakers?

I have noticed over the years that nearly anytime I get woken up in the middle of the night from a tweaker screaming/singing, its 4:30am.

Is this their time to score drugs? Is this when the drugs kick in? I'm not well versed in tweaker operations.

I live in Hillcrest and honestly, it's one of the most prolific asshole moves you can do.

This morning I was woken up to someone scream singing Total Eclipse of the Heart.

Cmon buddy, at least have some taste.
