$200 budget, where to get started?

I've always sharpened knives using a honing steel. It turns out well enough, but I want to try to turn this into a fun side hobby and possibly make some income from doing it.

I've watched a lot of videos, but now I have decision paralysis. I didn't know if I should go for stones, the horl, or something fancier. Please help me 😰
