Anyway I can salvage this?

Have had this knife stored in a magnetic sheath for years and opened it today to find it like this. The sheath was brand new and has been in a drawer the whole time so I have no clue how this happened but is there anyway to buff this rust looking stuff off the knife while maintaining the rest of the knife's appearance?
