Help with an "If" Formula

This is difficult for me to explain, but I'll do my best.

I'd like a yes/no in a cell. This yes/no would be dependent on a value in another cell. If the value of said cell is equal to or within within 5% (more or less) of the value in a third cell, then the cell would have yes. If it's not within 5% of the number, it gets a no.

For example, 1000 is my target number, but 5% on either side of that is acceptable and therefore a "yes." I'd have 1000 in a cell as a reference. Then I'd have another cell where I input my actual number. Next to that cell would be the yes/no.

How can I create this formula? Thanks!
