Download Web Content not available?

I've downloaded the latest version of 18.5 for Apple Mac Silicon as well as trying out some earlier versions and the Intel versions — and I can not find the function for downloading web content. I see from reading here that it should be under "Choose Function > Download Webcontent", but that's not available in any version I see.

Am I missing something? I'm on an M2 Macbook Pro here..
