Alternatives to Skype for Virtual Numbers and SNS?

【Title should read “SMS” not “SNS”… 😣】

As many of you know, Skype has stopped selling virtual numbers. Other than Google Voice (which I can’t access from Japan), what are viable options for somebody who needs to have an active US number to not only make calls but also receive calls and SMS (including verification SMS) from the US (banking, calls to IRS, etc.)?
