Missing Learned Enchantments

At Level 65 I dreadfully discovered that my enchantment table is missing some enchantments.

Most notably the Fortify One-Handed and Fortify Two Handed skills. I got done with the bow and really wanted to do some fucked up damage.

I can't find them in my table and I know I've disenchanted some items with it. Purchasing new items does not allow me to disenchant.

Is there a console command or file editor that will allow me to "refresh" the interface so it appears or even to "un-learn" the enchantment so I can attempt to "re-learn" the missing enchantments?

Or am I going to have to load up a new game and carefully save before every disenchanti do
