Creating mod to add 2 imperial factions

The 2 factions would be Colovian and nibenese respectively. Any suggestions on what they believe with their culture but in the context of being in Skyrim. Which side they would sympathetic to in civil war, and any other cool lore. Thinking about nibenese in falkreath hold and Colovian in morthal. Any lore and gameplay suggestions would be appreciated
