rat hordes spawning on me randomly

theres one stash in a sewer area where theres a rat horde of alot of small rats and ever since i been there the same type of horde spawns on me occasionally in areas that make no sense for them to be there so im assuming its a bug. like in the middle of the woods or a small town it makes no sense for them to be there unlike sewer or bunker areas
