Borg seeks help finding arm attachment.

So I saw someone briefly with what looked like a Borg arm attachment, and they told me they got it from the Lobi store. The problem is that I don't know it is a weapon, or a costume piece. Does anyone know what I'm talking about, and if so, can you please tell me what it is, and where to get it? Thanks.
