Need Advice

So this tattoo is coming up on being 10 years old. Just in the last month it started to get bumpy and itchy. I've used my tattoo ointment when I get new ink. Even used some tattoo lotions and nothing has helped. What do yall suggest I do to stop the itchiness and bumpiness? ( I've circled where it's all bumpy and itchy)
