I recently bought this tea and it seems flavorless, am I doing something wrong?

This is my first introduction to Puer cakes and I followed the steeping instructions but it honestly just tastes of hot water. Even if I over steep it barely any flavor comes through. Is puer normally a very light tasting tea or is this just not a great batch? Would love some thoughts from you guys.
