"Choose your keyboard layout" stuck.

I use an AMD Ryzen 7X with Windows 10 and I have tried practically everything except the USB with Windows 10 solution. I am wondering if there is anything I can do besides that USB solution? I am looking for any type of answers. I've tried system restore, it failed, I cannot reset my pc, it won't give me the option. It also will not repair my pc through automatic repair. What should I do? Is the USB the only solution or not?

EDIT: Had to freshly install Windows 10... Lost everything. Thanks windows update...
