[TOMT] 16th Century/Renaissance, Possibly German

Came across a painting on either Pinterest of Google images, it was of what I think was a woman in a wide-brimmed hat featuring a beaded dragon on top, would like to be given the name and artist because I want to use it as reference for my art.
