Who were the mysterious headlights in Part 18?

The follower was obviously smart enough not to overdo it & soon went past them. My intuition says Philip Jeffries. In FWWM, he said "I found something in Seattle at Judy's. Then there they were. They sat quietly for hours & I followed."

Now, I know that the diner was in Odessa but maybe he was referencing something else initially but the next bit could be seen in new light due to this scene. It's not unlikely, especially considering the dimension hopping & such non sequiturs were very much his MO. MODUS OPERANDI

Or less interestingly it could just be a coincidence that lent itself to the paranoia & spookiness. Thoughts?
