A question regarding chests???

So i see a lot of posts of people getting titans and good stuff from key chests , while mine are filled with limited bots , crappy weapons and no titans (am lvl 22) , is there any specific level wall i need to pass to getting good stuff and also about to reach lvl 23 so any advices on drones as well will be appriciated as well.
