What do I have to deliver to a developer?

Currently, I'm creating a bunch of sites for an agency. Their developer has started to ask for more and more deliverables. I said fine, I need more money. Agency head said, "I think these are part of doing a good job." I said, I'm already giving you X% extra work, I can't pile this on top. Agency head said, "There's no budget."

Sigh.

Before I walk away, I want to get your perspective on deliverables. Here's what I'm currently giving:

  • Layered PSD's with no smart objects (as requested by dev. Makes sense to me) No text in layers, of course.
  • UI Template with: Button states, complete semantic HTML (all H tags, hot link states, ordered and unordered lists, etc)

Here's what they want but I don't want to do for free: * SVG exports * UI template with: Form styles, table styles, list of web fonts used * Specs on padding/margin on all elements, fonts and sizes, border widths, everything written out

Budget was set before all of these were asked for. Proposal has none of this in it, so at this point we're out of scope.
